RAM is counted 1:1 because it does not overcommit safely on KVM. CPU usually does (3 to 4 vCPUs per thread for general hosting), and storage often does with thin provisioning, so on most hosts RAM is the limit.
The ZFS figure assumes Proxmox VE 8.1+'s default ARC limit (10% of RAM, up to 16 GB). Without ZFS, that memory is available for VMs.
